    1. Background of the study

Livelihoods are an important source of income for  people, their talents, and their arrangements all contribute to a living. Food, money, and possessions are all part of one's means of subsistence. All resources (capabilities) to meet fundamental requirements, such as food, housing, clothes, cultural values, and social interactions, are included in livelihoods (Zakour and Swager, 2018).

Public employees' sustainable livelihoods protect and strengthen the assets on which their livelihoods are based. Sustainable livelihoods have a positive impact on other people's lives, especially future generations' (Chambers and Conway, 2019). The livelihood of public officials is socially sustainable, allowing them to deal with and recover from stress and shocks while also providing for future generations (Chambers and Conway, 2019).

The shocks and stresses of the COVID-19 crisis will have a much broader impact on the global economy over time, causing socioeconomic disruptions that will not only harm public servants' well-being and livelihoods, but also jeopardize the safety nets, markets, income, and food security that they rely on. The Coronavirus or COVID-19 pandemic, which began in late 2019 in the Chinese city of Wuhan, has impacted every aspect of life throughout the globe, both directly and indirectly. It has afflicted more than 31 million people worldwide, with a death toll of 973, 949 (WHO, 2020). It's tough to deal with a pandemic physically, but it's much more difficult to recover from the anxiety and terror that it produces and may harm the victims. Although the COVID-19 situation is a public health emergency, the shocks and stress it causes will have a considerably larger effect on public workers' livelihoods, resulting in global economic upheavals. Evidence from the Ebola outbreak in Africa in 2015-2016 demonstrates that fear and quarantines resulted in an increase in hunger and malnutrition (Figuié, 2016)
